MLB franchise’s $2.3bn relocation on life support despite passing vote after six-hour meeting

The Tampa Bay Rays’ new ballpark narrowly survived a City Hall vote hinting at troubled waters ahead.

A $2.3 billion project is aiming to create a new home on Hillsborough College’s Dale Mabry Campus to secure a relocation from Tropicana Field.

The Tampa City Council approved a non-binding memorandum of understanding with a narrow 4-3 margin.

That razor-thin majority came after six hours of debate in a packed meeting at City Hall.

The Rays will contribute at least $1.3 billion and the cost of any overruns, with public funds coming up with $976 million.

First, a series of public hearings and the drafting of a binding agreement.

For the stadium to receive final approval, the club will likely need to make significant concessions throughout the process.

Per Front Office Sports, yes-voting council members Bill Carlson and Naya Young are far from certain to back the final proposal.

“To be clear, I am not saying I’m in favor of a baseball stadium,” Young said. “What I’m saying is, ‘I’m willing to continue the conversation and fully unpack the possibilities.’”

Previous owner Stu Sternberg almost got a $1.3 billion ballpark near The Trop over the line but pulled out after costs spiralled.

Patrick Zalupski purchased the team for an estimated $1.7 billion and decide to relocate to Tampa — in the same neighborhood as the NFL‘s Buccaneers.

“The Tampa City Council today sent a strong and positive message to our community by approving the non-binding memorandum of understanding and saying ‘yes’ to a Forever Home ballpark and the generational transformation for Tampa Bay that will follow,” the Rays said in a statement.

Rays CEO Ken Babby spoke at the meeting and passed on a message from MLB commissioner Rob Manfred.

“We are in the late innings of a very long game with the future of baseball in Tampa Bay hanging in the balance,” he said. “We have faith in Tampa Bay as a major league city.”

The Rays are thriving on the park with a 33-15 record good enough to top the American League East heading into a series against the second-place New York Yankees.

The Rays’ proposal is for a futuristic, 31,000-seat stadium sat in a mixed-use entertainment district.

Tropicana Field has hosted the franchise since it debuted in 1998, except for the 2025 season after catastrophic damaged caused by Hurricane Milton.

It has since been repaired, but the club wants a “forever home.”

The big reveal was hit by controversy, however, as bosses decided to use an AI-generated video to show off the plan.

“The bottom line is this could be a transformational project,” wrote Tampa Bay Times columnist John Romano. “It could ensure Major League Baseball remains in the community for decades to come.

“It could provide a valuable destination point in mid-Tampa Bay. It could increase the market’s visibility, and it may even attract a greater corporate base to the bay area.

“But it’s wrong to suggest this is a risk-free venture. And it would be helpful if the colorful photos were accompanied by real numbers.

“I understand that big projects do not get green-lit by obsessing over the price rather than the benefits. But if you truly believe this is a partnership between the franchise and the community, then providing more economic clarity to your partners seems like a pretty basic idea.”
