Hall of Fame game to debut brand new rules NFL fans could see for the first time in 2026

The NFL returns this week with the annual Pro Football Hall of Fame game, and fans might notice a few differences as the action unfolds.

The Arizona Cardinals and Carolina Panthers will go head-to-head in Canton, Ohio, to bring the curtain up on the 2026 season on Thursday, August 6.

It’s been a long six months without football, and while the Hall of Fame game will be little more than an exhibition, many will want to tune in to see backup quarterbacks Carson Beck and Kenny Pickett slingin’ it at Tom Benson Stadium.

A handful of new NFL rules are also set to be debuted this week, too.

While a scandal surrounding former insider Dianna Russini and New England Patriots head coach Mike Vrabel might have been the most notable news to come out of the annual meetings in March, owners did also approve a number of changes to the rulebook too.

What on-field NFL rules have changed for 2026?

The most notable changes revolve around onside kicks and the alignment of players on kickoff returns.

Onside kicks can now be declared at any time during the game, where as the previous rule only allowed them in the fourth quarter.

Teams are still required to declare the decision, rather than spring a surprise, which is something that was adopted ahead of the 2024 season.

The Panthers, interestingly, completed the first successful onside kick of the 2025 season, when trailing against the Cardinals in Week 2.

Those two teams will be debuting new rules in the Hall of Fame game.

On top of a change to onside kicks, the incentive for kicking teams to intentionally boot the ball out of bounds when kicking from the 50-yard line has been eliminated.

The previous rule stated that an out-of-bounds kickoff from the 50 placed the ball at the 25-yard line. The new one puts it at the 20.

Additionally, the alignment requirements have changed for kickoffs, in terms of how many players the receiving team must have set up in each area.

The goal moving forward is to enhance player safety and provide more of a spark in kickoff returns.

Changes state the receiving team must now have five players with their front foot on the receiving team’s restraining line.

If the receiving team elects to have more than nine players in the setup zone, then at least six players must be lined up with their front foot on the receiving team’s restraining line.

What changes have been made to NFL officiating for 2026?

As well as on-field changes, there were also amendments to how the league interacts with officials on the field.

League personnel can now consult with on-field officials before the next snap, to discuss disqualifications for flagrant football and non-football acts that weren’t initially called on the field.

In preparation for possibly needing to use replacement officials in 2026, clubs approved a rule that would allow the NFL’s officiating department to correct ‘clear and obvious mistakes made by on-field officials that impact the game.’

However, after the NFL Referees Association ratified a new collective bargaining agreement with the league, replacement crews won’t be needed.

Following the annual meetings, Panthers head coach Dave Canales revealed that he and game management coordinator George Li had already examined how the new onside kick rule might change the game.

“It might fit some different scenarios,” he said.

“George Li and I were looking at some of the scenarios from last year where it might have been utilized. There was a handful. It wasn’t a lot, but it would have been useful in a couple of games, not necessarily our games, but some of the other teams.”

In Thursday’s Hall of Fame game, the Panthers and Cardinals could become the first teams to try out the new NFL rules, ahead of the return of the regular season in September.
