Leicestershire consider appealing 27-point deduction over poor pitch rating at Grace Road

Leicestershire have been handed a 27-point deduction by the Cricket Discipline Panel for breaching ECB pitch regulations during their County Championship match against Glamorgan at Grace Road, played between August 20 and August 23, 2026. The penalty has dropped them to the bottom of Division One, replacing Hampshire, midway through their penultimate match of the season against Hampshire.

The sanction comprises the loss of all 19 points Leicestershire earned in the Glamorgan victory, an additional 8-point penalty and a £5,000 fine. A further 8-point deduction has been suspended for 12 months. Leicestershire have 10 days to appeal the sanction.

The ruling places Leicestershire's first Division One campaign since returning to the top tier after a 23-year absence under serious threat of immediate relegation.

Why did the Cricket Discipline Panel rate the pitch 'poor'?

The Cricket Regulator rated the Grace Road pitch 'poor', with uneven bounce identified as the key factor. Match referee Ian Ramage recorded 43 examples of uneven bounce in his match log. The Regulator noted that the pitch suffered from moving cracks with localised collapses at crack junctions, ball indentations and large clumps of grass.

The pitch carried 3mm of grass at each end and 16mm in the middle, a preparation intended to replicate the surface used against Yorkshire in June, which Leicestershire won by an innings and 39 runs. However, the pitch had been used for two T20 matches in the previous 10 weeks and had been subjected to two months of intense warm weather, leaving the soil considerably drier and more prone to cracking.

An unscheduled Bollywood film shoot, believed to be for a biopic of former India captain Sourav Ganguly, took place at Grace Road four days before the Glamorgan fixture and prevented pitch coverage for eight hours. The Regulator dismissed this as a mitigating factor, stating it was only one day. The Regulator found that 'each of these factors presented foreseeable risks that should have informed part of the planning and preparation process'.

Leicestershire head grounds manager Callum Lewin admitted the pitch was not the one he would have chosen given the conditions, describing the margin for error as 'really small'. The tribunal concluded that the 'defects identified were foreseeable consequences of the preparation employed and should have reasonably been expected and mitigated by the LCCC professional grounds team'.

What are Leicestershire's next steps after the penalty?

The tribunal found that, while Leicestershire did not intend to produce a pitch with uneven bounce, their approach to its preparation was unreasonable and failed to satisfy the requirements under Regulation 7.6. The panel concluded that the club had failed to demonstrate that it had acted reasonably to prepare a pitch of the best possible quality for the match.

Leicestershire director of cricket Claude Henderson described the situation as a 'very difficult one' for the club. The county now has 10 days from the date of the ruling to lodge a formal appeal against the sanction with the relevant cricket authority.

The timing of the ruling, arriving midway through the Hampshire fixture, adds further pressure to Leicestershire's remaining matches. The suspended 8-point deduction also remains active for 12 months, meaning any further pitch-related breach within that period could trigger an additional penalty.
